A Pecha Kucha style ‘Talk and See’ session is part of the Parallax Offsite (MK) event.

Parallax Offsite (MK) is the launch and inaugural event of the Parallax Offsite programme, providing opportunities for continued transnational collaboration between art professionals beyond the context of the Venice Biennale.

A programme of events in Milton Keynes includes a symposium concerning the situation of art professionals in a global world, causes and effects of displacement or relocation, a presentation of Parallax activities to date, an art exhibition, art performances, a Pecha Kucha style ‘Talk and See’ session and networking events.

Parallax Venice is about to become an official association with charitible status in Northern Ireland, so all Parallax members are being called together to vote to adopt the Constitution and celebrate in an epic TRANSNATIONAL TOAST on May 10th!

Step 1: Gather all other Parallax members in your city together on May 10th.

Step 2: Acquire a bottle of Prosecco and a video camera (or camera phone).

Step 3: Go to a quirky place in your city.

Step 4: Chose 1 spokesperson, and tally your votes (Yes or No).

Step 5: TRANSATIONAL TOAST.

All the video toasts will be compiled into a video for the website.

Arts Council of Wales is delighted to confirm that Wales will be participating at the 54th International Art Exhibition Venice Biennale in 2011. Wales at Venice is supported by the Arts Council of Wales and the Welsh Assembly Government and is a key part of the strategy for the visual arts in Wales.

Wales at Venice will be in its 5th Biennale year in 2011. Previous artists representing Wales include, John Cale, Richard Deacon, Merlin James, Heather & Ivan Morison, Peter Finnemore, Bethan Huws, Cerith Wyn Evans (see www.walesvenicebiennale.org ) The Biennale enhanced these artists’ international profile and has showcased outstanding work from Wales.

This opportunity remains the prime international context for contemporary art and raises Wales’ cultural profile as a place for many emerging and highly respected artists. With a variety of approaches taken to date, Arts Council of Wales is now seeking to open out the possibilities for our next presence, as it responds to the on-going shifts for presenting contemporary art.

In the past, artists have been chosen to represent Wales by a commissioner and curator working with a committee. However for 2011, we feel it would be more exciting and rewarding to call for submissions and ideas from our visual arts community.

It is vital that this international platform is maximised, that the presentation speaks of contemporary Wales and that it connects in artistic terms with other curated exhibitions and presentations at the Biennale. In essence it needs to continue to build the focus on contemporary art from and within Wales.

This is a call to galleries, arts organisations, curators, artist/curators and collectives with a proven track record of working internationally or delivering respected international presentations of contemporary art. Interested parties should be based in Wales or have a connection/awareness of Welsh contemporary visual arts practice.

To prepare for Venice in 2011, Arts Council of Wales is initiating the following process:

1. Invite exploratory propositions through this call. (March-April 2010)
2. The Venice Advisory Committee will evaluate these propositions. (April 2010)
3. Offer a short development phase supported by a fee to a maximum of three propositions, (April- May)
4. Make a final selection, before constituting and financing the partnership team and artist(s) to create the exhibition. (May-June 2010)

Reports at the various stages will be posted on the Arts Council of Wales website and the Wales at Venice website.

In addition to realising the exhibition at the Biennale, the partnership will need to actively contribute towards a strong education programme, audience development initiatives and raising the profile on an international stage of high quality visual arts practice in Wales.

Parallax is seeking proposals for presentations at the symposium concerning the situation of art professionals in a global (post-national?) world.

Established by emerging artists, critics, curators, art historians and art managers who met whilst working at the 53rd Venice Biennale Parallax Venice aims to facilitate exchange of experience, knowledge, ideas between art professionals across geographical, political and professional boundaries.

During Venice Biennale 2009 Parallax presented a series of events and performances, opening up a creative dialogue and building a platform for creative encounters with artistic peers across geographical, political and professional boundaries. Challenging the established hierarchies between artist, curator, management, and invigilator roles Parallax provides a new/revised model of social and professional interaction and creates unique professional development and networking events on an international stage.
With the Venice Biennale drawing to its end, Parallax Venice has decided to launch its Offsite Programme. Part of it is a series of events that will take place in February in Milton Keynes, including a symposium concerning the situation of art professionals in a global world.

Taking the Venice Biennale, which was context and catalyst for the birth of the Parallax , as a starting point, presentations are invited to consider:
• The impact of geographical and cultural displacement on art professionals and communities and on art making processes.
Readdress the vital importance of social/physical exchange of artists and art professionals
• Motives and causes of displacement or relocation amongst art professionals.
• Reevaluating established hierarchies in the fields of art production, presentation and acquisition.
• Inclusion, exclusion and access in a global and contemporary art context.
• Expanded roles, constraints and opportunities of art professionals working at biennales and art fairs
• The cause and effect of Biennale displacement on the wide community of international art professionals
• The importance of cultural displacement and the role of the invigilator
• The ‘prolonged engagement’ allowed by the duration of biennales and other similar large events and its impact on the artist’s work
• Reexamining national representation in a post-national context
• The effect of parallactic situations on artists and art professionals

Proposals are invited from both researchers and practitioners in all fields of Visual Art , including but not limited to students, artists, curators, art critics, art historians , art managers, educators and facilitators.

Paper proposals (Due 05/04/2010):
Proposals for individual papers should include a 250-word abstract. Conference papers are normally allotted 20 minutes. Traditional and performative papers are welcome.
Panel proposals (Due 05/04/2010):
Panel proposals and proposals for other discursive formats (roundtable discussions, position papers, etc.) should include a 250-word abstract, along with the names, paper titles (if applicable) and affiliations of participants. Panels are normally allotted 1.5-2 hours. Proposals that interweave traditional and performative papers are welcome.
Shift proposals (Due 01/04/2010):
Fascinated by the explorations of PSi (http://psi16.com), we invite proposals for “shifts”: innovative session formats that push the boundaries of the well-constructed panel. These may include workshops, performances, and interactive events. We welcome site-specific projects that activate public space, the urban landscape, or the immediate environs of the conference site. Proposals should include a 250-word abstract.

Parallax Venice has launched an Offsite Programme to continue its work after the 53rd Venice Biennale closes, with events taking place in  Milton Keynes.

The  programme of events in Milton Keynes including alternative tours of Milton Keynes, a presentation of Parallax work to date, a collaborative workshop, a ‘Talk and See’ session, a symposium concerning the situation of art professionals in a global world and networking events. Parallax chose Milton Keynes as it is a ‘new town’ and is a unique context for artists to work and respond to. Distinctly different from any conventional British city, it is an evolving architectural and sociological experiment providing a remarkable “playground” for artists and art professionals.

Parallax’s Offsite Programme aims to facilitate the exchange of ideas, experience and knowledge between art professionals across geographical, political and professional boundaries. Through its Offsite Programme, Parallax will develop access to this global exchange between arts professionals by organising events in different locations worldwide. Parallax utilises new media and online networking to ensure that participation is fully inclusive; collective members can participate in person or digitally.
